Free Enterprise provides for reparations while the government polices the reparations, something police would do anyway with other economic or government activity leaving taxpayers off the hook, especially California government who is committed tax money to study reparations for African Americans, my program might be way they can do this without use of their tax funds, at least it can be put to their reparations committee for further study. Hopefully Californians will see that this is a better way for their state to go for reparations without destroying their state's economy, being a model for everyone nationally. My model under 'fair use' copyright laws is taking information from a 2011 Mail Online article I read where utility company issues bond that guaranteed return on capital by company as long as they hold bond for 10 plus years. I replaced utility company with retail chain because they are experts in distributing goods to the people for profit. Evanston Illinois is taxing pot sold in state to pay back African Americans in their city who were victims of unfair housing practices. Both are reparations programs that was designed not to tax the American Taxpayer directly with state or federal income tax for reparations. Perhaps there could be an, Evanston, Amazon,Cook, initiative that uses my program that Amazon could use to raise money and retain customers for my proposed reparations program by which houses can be provided by Evanston's housing plan for all in United States. That sounds like a good idea doesn't it?!
