The book begins with an analysis of Article 1, Section 8 of the Constitution to explain the limited government services. The limited services are also protected from expansion by the 10th amendment. Further explains the additional services added from the 1800s to the present with a description of the service and three years of each service's budgets. The book further explains what a 'constitutional budget' would look like along with the remaining services listed as 'non-constitutional budgets'. There are other financial displays of the budget and includes a Statement of Cash Flow that is in accordance with General Accepted Accounting Principles. 


The Constitutional budget is 1/3 of the total budget, and the Non-Constitutional budget makes up 2/3 of the total budget. In other words, the federal budget is in violation of the 10th amendment in an approximate amount of $2.8 trillion. There is no way to balance the budget or pay on the federal debt until the government services are reduced to comply with Article 1, Section 8 and the 10th amendment. Since Congress will not take action, it will be necessary for the states to call for a Constitutional Convention to reduce the size of government, fix the budget deficit, and fix term limits for elected officials.
