The European Chief Public Prosecutor, Laura Kövesi, says that no EU member state is immune from fraud and corruption. The newly established European Public Prosecutors Office (EPPO) is a transnational body designed to bolster law-and-order across Europe. The title of the paper – “Germany – The ‘Gotham City’ of Europe?” – is a provocative question, indicating that, although Germany has relatively good scores in certain rankings regarding the control of corruption, there seem to be issues and challenges for the country and these issues might be much greater than officials and decision-makers in Germany want to admit. The paper will try to give an answer to that.
