Dalits are a mixed population of numerous caste groups all over South Asia and speak various languages. It is impossible to differentiate between Dalits and the various other caste groups on the basis of phenotypes or genetics. Ensuring access to education for the Dalits of India has been the greatest challenge for the Indian government in diminishing the social effects of the caste system, which still remain entrenched in Indian society. There have been many different reasons proposed as to why the Dalits suffer from low rates of literacy and primary education enrolment, but the most realistic one describes history and unequal access as the causes. Dr. Ambedkar saw education and modernization as two of the main pillars that were required to support Indian development. The accepted consequence of modernization in India includes translation of democratic values not only in social life but in economic life too through the promotion of public sector. According to Ambedkar, Education should provide the necessary skills and opportunities to enter into modern industrial sector and also administration.
