These were the ends, for the accomplishment of which all the powers vested by the constitution, in the United States, were granted; and now it is asserted that the powers so granted may be executed in a manner wholly regardless of the ends in view - that to raise armies the government have the right to adopt measures by which the people and their posterity shall be deprived of the blessings of liberty.
